Strangely enough, this man can still mentor his tributes rather efficiently while tipsy, but other than that, his drinking does nothing good for him. Barli can be very knowledgeable if you catch him sober, but it’s obvious that he is massively depressed, devastated by a past he never really shares with anyone.
